III. Project Objectives The objectives of the Youth Enterprise and Employment Project are to: 3.1 Promote the economic growth, technological application, educational attainment, employment, productivity, social development and stability of Latin America and the Caribbean youth: The programs developed through this project will be open to young persons age 14 to 30, with priority going to those who are: unemployed and out of school; still in school and who need to earn money to stay in school; and/or have a business they would like to start or expand. 3.2 Assist Member States in developing effective, integrated national strategies to combat poverty by successfully promoting increased youth enterprise and employment: The project identifies critical program elements of successful programs and provides technical and financial support to implement these model components. The components include individual assessment, skills training, employment related education, youth business creation, microcredit and follow-up support. 3.3 Increase national and regional capacity to plan and manage projects through strengthened management practices, program planning, program evaluation and private sector support: This component will increase the management effectiveness and sustainability of youth enterprise and employment programs by increasing the skills of program operators and government oversight bodies. Training and technical cooperation will be undertaken to strengthen the long-term management capabilities of these organizations at both the regional and national levels in strategic planning, fund-raising, program partnerships, and project / organizational development. 3.4 Mobilize the private sector to increase support, both financially and technically, to strengthen national and regional youth development programs in the subregion: The project will improve the dialogue among the corporations, banks, businesses, and private sector organizations with governmental and non-governmental organizations delivering these programs, leading to new partnerships for funding and technical cooperation.
